Upload a LIT-RFID log

The OUTPUT_V2.csv file LIT-RFID writes after encoding a roll. Every tag that passed becomes a box in “Encoded” status, ready to be enrolled with the app. Failed encodes are ignored, and labels that already exist are skipped, so uploading the same log twice is safe.
